"Fear it" is such an amateurish instruction. You would want some type of structure in it.
Something like this
1) Everybody should keep this picture in their pocket. 2) At the beginning of every hour each person should pick that picture from their pocket and watch it until they start fearing it. 3) Those who do not eventually find that picture scary, will be declared as enemies of the state and executed on sight. 4) Scaring kids with these pictures is highly encouraged. A tax deduction system will be applied to those who do that on regular basis. 5) The statue of Jesus Christ in every church will be replaced with the above picture. Worshiping it is compulsory. God sends infidels to hell. Be warned.

These words perfectly capture the essence of (not so) calculated chaos that I mandate my kingdom embody. They are a little longer than your average House Words, but hey, this is my hold and I'll not have my bannermen question the words of this honorable establishment which has persisted against all odds for... like, a few weeks or something... (A month? More/less? I'm an awful judge of time (Which is why clocks are expressly forbidden within my kingdom)).
