A few things to note, though.
1. No two people are perfectly alike. Cognitive functions are not equivalent from person to person. Fe for one Fe-lead might operate from different regions of the cerebral cortex than another Fe-lead. Cognitive Types have a significant amount of variance. What makes them types is the overall way in which they process, store, and retrieve information being more similar to each other than different types. Fe-lead can manifest differently from person to person.
2. Te-lead females can seem like Fe-leads to the uninitiated. Very strong willed, outspoken, and emotionally charged, with an opinion on everything. Te-lead females are passionate people in many cases. They are easily mistaken for Fe-leads, even by their own estimations. It is possible that some of the women you've described are Te-leads.
3. FePi types, while often passionate, are going to manifest their Enneatypes rather expressively. F is based on values based judgments. "I like this more than that." "This is good. That is bad." Adding the extroverted attitude creates a situation where Fe wants to express and share those values, as well as make them manifest. Nothing influences our values and preferences like Enneatype. As an Enneagram 4, you're very likely going to feel 'different' from others, even those whom you have a lot in common. It's the nature of 4.
4. FeSi is the most common female type on record.

5. The Ni-Ti loop can strike any type in the Beta quadra. This means that NiFe, FeNi, SeTi, and TiSe can all suffer its effects. Likewise, they can at times also suffer the effects of Fe-Se loops. In other words, Ni-Ti loops are no indication of type other than Beta quadra.

2. it's possible that the one i haven't seen for a while is a Te lead, but i'm positive that my mom and friend here are not Te.
3. this is exactly where i don't feel like an F lead. i don't like valuing things as good or bad--is that valuing things though? there are few things i can't understand and think are ok (aside from being overly judgmental-- i seriously judge people for that, and judge myself for judging, etc.).
also, i do feel different from others (E4), but i generally express myself by bringing out similarities between myself and others. i usually make my points by comparing/contrasting/showing my own situation/weaknesses/feelings and thus explaining my positions by analogy (and thus also indirectly excusing the other person for whatever problem/reaction etc. they are having/doing for which they are seeking my advice). and they are usually seeking my advice (not me just offering it, although i am usually happy advising)
i definitely do NOT interact with people by telling them what i think is wrong with them or their behavior. in fact, my "analogy" stories just come out of nowhere, but they tend to be appropriate (Ni i guess)
4. i believe you. i think most of my friends are Fe, but my husband's family is ALL TeSi or SiTe types. but i don't surround myself with anyone (except my kids). no energy, time, or desire
5. i hear you on that, was just commenting that it hits me quite hard and particularly on the whole typing thing.
