Looking at it closer, I think I agree. This is just a particular flavor of 'pained expression'. I suppose pained expression (how I would define it), is any instance of Fi + Pi occurring at the same time.
Any Fi user can exhibit it potentially, but for some reason it appears unusually often for FiNe's. Looking closer we should probably be able to find subtle differences between Ni and Si sorrowful pained expression.

I'm gonna throw this one out there to potentially muddy the waters..... I think i may be showing this signal several times in my video.... and Supposedly I'm FeSi..... soooooooo yah... am I just supposed to call this a fluke? Or is it because I am showing emotion while using an S function? Is it possible that an FeSiNeTi user could be doing this...

In your case I think it could be just due to your unique style of moving your eyebrows, you kind of move them up and down crazily. Though I haven't seen the exact time where you do it though.
"I will never assert that an individual must be the type I think they are. I am human, I still have subjectivity. I also think it's possible that an individual can be aware if they have been mistyped. Therefore, when it comes down to it, the ultimate decision to accept/reject a typing should come from that person themself. For better or worse, it is ultimately up to them...or some kind of perfect brain scan. haha"

I won't argue I use my brows a lot. I have been a Mr. Spock fan since a young age and used to practice raising 1 eyebrow haha. I didn't realize just how much that would result in me using them later in life and with how much emotion.
That said I have a theory... could this be what people are referring to as Ne confused eyebrows? I took a look at several NeFi and even NeTi videos and see the brows sneak in. In my video:
1:04-1:07 1:10-1:14 1:55-1:56 2:40-2:43 2:47-2:52 3:03-4:07....Over a min duration 5:41-5:46 6:23-6:26
If it helps I wouldn't call myself really confused in any of these cases. Perhaps it would be better to say i am suspicious the details I'm connecting will combine nnegatily? I would say I'm trying to convey a negative emotional judgment associated with a perception. Fe? But that doesn't really explain Fi users use, or the fact that NeTi and NeFi both use it and also apparently SeFi. Perhaps this is not the greatest indicator of Fe or Fi? I really don't think I'm Fi...
I just realized I was making them while shaking my head slightly as I was typing that last paragraph, but I think I mixed in a lot of Si scowls also lol. I can think of a lot of words I would use before confused... empathetic questioning reluctant pained... its kind of like politely disagreeing with someone else's judgment while being apologetic about it so that they may see your side of the story. It's like a suttle convincing tactic or something.
Also in my case, I somewhat consciously choose to not hold back emotion. It feels more honest and it seems to make it easier to communicate.
I tend to think u know what ur talking about since youve been doing this longer than me, but can you be a little more specific? Im not seeing what aspect or aspects of my face are different, but I was admittedly focusing on the eyebrows. What actually "makes" .... a puppy dog face?
Is it a porch lip?, an Fi snarl?, the cheeks?, a dimple somewhere?.... Id like to understand this better I just dont know what im looking for or where to reference this on this forum.

Well definitely don't take my word for it, I could be wrong in this instance, I'm just telling you what I'm seeing. When you do yours, the edges of your eyebrows aren't going vertically up the way they are in the first pic (or the GIF alasq posted). Their only going slightly up and this seems just because your lifting your eyebrows up at the same time.
This isn't really a big deal though, because generally this wouldn't be used as such a strong indicator of type, it's more of an interesting correlation.
